I do not understand the title - but I like the stacking of differents rows!
I believe it means "queue" (as in lining up) for Hot Cross (hence the "X") buns. Clever Michael Leigh!

Not that clever really but I enjoyed finding the buns. Not very seasonal but it needed something for them to be queuing up for!
